I am making the assumption that you are referring to a range backstop or berm, that would stop the trajectory of a bullet. Yes, having a backstop on your property is legal, however the discharge of your firearm may not be. Most cities and incorporated municipalities have ordinances prohibiting the discharge of firearms with the city limits.
Where I used to live in Saylorsburg, I was able to have a backstop and since I didn't live withing the city limits, I could shoot until my wrist broke. I didn't, but I could have.
