I absolutely concur, and I said as much in another thread. A guy had already went and got his license and had never taken the course. I recommened he just hunt and not worry about it. Much to the chagrin of others. I, however, wanted to make it clear that it was technically illegal to do so. No sense in giving misperceptions that it wasn't law.
