I know it is the law. But the reality is if you are over 18 and walk into Wal-Mart you are walking out with a license. In the last 20 years I have never once been asked for my card or an old license in PA. I only had to show it until I turned 16 and after that, never again.
I would never do it (I took my test at 12) and I never recommend it, but no sense in kidding ourselves and pretend it doesn't happen.
BTW I already gave him the link to the PGC site for all the info on licensing in PA. I hope the OP does get signed up for a class and does the right thing.
