That's not what the statute says.
"(i) An individual whose character and reputation is
such that the individual would be likely to act in a
manner dangerous to public safety."
Since there is no duty to conceal, the outline of your poorly concealed gun is neither "reckless" (your term) nor dangerous (the statutes term).
