The funniest part (setting aside UFA preemption) is that 18 Pa.C.S.A. 6107 specifically authorizes people who hold 6109 licenses (as most of us do) to carry during emergencies declared by any "state or municipal governmental executive."

By declaring an emergency, Nutter'd be reaffirming CC rights, not limiting them.
