If your buddy is absolutely insistent on the idea of getting his wife a .380, and can't be convinced to just get her a 9mm (cheaper ammo, more reliable, better ammo, more stopping power, and so on) tell him to look for a Colt Mustang or the P3AT.
Both of those .380s fire from a locked breech, which is important if his primary goal is low-recoil.
The Seecamp is nice, but it's blowback, which means heavier recoil, and a heavier slide.
