Don't know how much it's practiced (revocation because of OC), but the York County Sheriff's site has a 'Firearms Responsibility' page which states the following:

Overt and unnecessary display of your firearm in public places can cause alarm to the public and may result in revocation of your permit.
Red Lion is a pretty rural area, and I'd expect far less looks there than in downtown York. I have not OC'd in York County, but that's because I haven't been there lately, not because I chose not to. Of course, the York County Sheriff can't revoke my permit, since he didn't issue it.
