Actually, the OP inquired about this limitation being a matter of law, as was indicated by a sign in a Wal-Mart store, at the sporting goods counter.
Given the low-level of accurate firearms law and regulation knowledge that those behind the 'gun counter' typically display, the conversation has somewhat evolved into why such a policy may be conceived as a "Federal regulation", when there is clearly no such limit in place. One possible reason for this mis-conception is that fact that firearms sales
are limited to certain hours, based on the availability of applicable 'check systems' in a given area.
