Whether hate motivated or politically motivated or just plain crazy, I thought this would already be illegal to do.

Do they mean to say that until it's passage the Feds or State law enforcement could not do anything if I, myself, or with one other or ten thousand people organized to cause destruction and mayhem or death and serious bodily injury to others?

I must be missing something here.

There should be no distinguishing between a premeditated murder by a criminal, or a 'home grown' terrorist. They are creating laws in such a way so that they can pass 'bridging' legislation between the new terror laws to begin denying constitutional rights. The next law would bridge 4th Amend. for example as they link the power to spy on known foreign suspects to US citizen suspects.
