The PSP is supposed to only have a records of sales if the gun is sold in PA only and for some 21 days only.

BATF maintains a list of
dealer-related information. When a PA dealer sells a firearm to a non-FFL licensee, the dealer runs the background info through the PA-based NICS system.
SIDEBAR: When a federally-licensed gun shop shuts down, they are required to turn in their records to BATF. I have heard credible reports that BATF has been entering gun sales information, particularly the end purchaser information, from out-of-business FFL records into a computerized database. However, that would only pertain to sales made from businesses no longer in operation.
