Default Re: Stinger Pen Gun

This is the last thing I've seen published about the Stinger Pen Gun:

"The following commentary was sent to ATF in response to a notice of proposed rule making (NPRM). The lettter sets forth the NFATCA's view on a serious issue: the possible amendment to the definition of the NFA's "any other weapon" category regarding the meaning of the term "pistol." "Any other weapon" is defined by statute in 26 U.S.C. 5845(e) to include any other weapon or device capable of being concealed on the person from which a shot can be discharged through the energy of an explosive. The definition excludes a "pistol" having a rifled bore. The proposed regulation redefines "pistol" to "regulate certain weapons that pose significant public safety and security risks in this post 9/11 era." A weapon or device having a rifled bore that meets the definition of "pistol" would be excluded from the "any other weapon" category, while those not meeting the definition would be treated as "any other weapon" fully subject to NFA registration and regulation. The target of the NPRM appears to be the Stinger pen pistol. However, in my opinion, the potential for this definiton to affect handgun ownership more broadly, as interpreted by a future hostile Administration, should be a real concern for all gun owners."

This came from an article in the "Legal Side" section of the September 2005 issue of Small Arms Review, written by Mark Barnes.
