This is a very good question and a real problem that needs addressed.

I do know that people are reportedly having their LTCF's revoked in Phila for things not revokable such as having a firearm stolen.

I'd love to hear some attorney input. What's the plan of attack here, lawsuit? Class action, pressure AG?
