I believe that I am correct in stating this (even though I do not live in Phila.). Because he resides in a city of the first class (Philly). They, Philly, decreed that any person who wants to carry, CC or OC must apply for and receive their LTCF. So, actually in his situation he could not OC, he must follow the rules for transporting a firearmmto a shooting range.
