Very suspicious behavior. The cab was already hired when the two juveniles commandeered it. That's enough to call the cops.
There seem to be numerous violations here: the straw purchaser lied about being the actual purchaser, and about being a drug addict. Drug transactions in exchange for the guns. The Ruger changed hands in two illegal transfers, the last to a minor. The minors possessed a handgun. There was no LTCF. They pointed the gun at the passenger. If they were drinking, DUI and underage drinking. Drug possession. And the all-purpose catch-all: young and stupid.
