There are some problems here:

"Possessing or transferring a machine gun is punishable by up to 10 years in prison."

This statement is made in a vacuum. It is followed up by a more complex statement:

"Making or possessing a machine gun, sawed-off shotgun or rifle, silencer, or destructive device without registration through the Bureau of Alcohol, Tobacco, Firearms and Explosives can result in a 10-year prison term."

On the surface it appears to correct the first statement. However, the way the page is assembled it seems that the second statement is directed at a manufacturer. This is intentional. It confuses the casual reader. The entire page is filled with this kind of bias. We wonder why there is so much misinformation out there. When an official government website is deliberately misleading it's not hard to see why.
